How custom the pursuit or membership model is, how strict the access and audit requirements are, and how many systems must connect, such as project accounting or an association management system. Government Cloud requirements add review time. A short discovery phase usually turns those unknowns into a firm scope.
It depends on how much change you expect each month. Associations often have heavy stretches around conferences and renewals and quieter months between, which suits a managed services scope. If staff need daily help and frequent small changes, an internal admin backed by a partner for development and integration usually works best.

Nonprofit Cloud covers memberships, gifts and programs, and Marketing Cloud or Account Engagement sends alerts and appeals. Most of the effort goes into deduplication and agreeing which team owns contact preferences.
Give partners an Experience Cloud portal that shows only the pursuits they are on. Keep workshare, pricing strategy and internal win themes on records the portal never exposes. Review partner access when each pursuit closes, since a teammate on one bid can be a competitor on the next.
